5. Must be in the top 20% of graduating high school class.

6. Must enroll full-time at an accredited, four-year college or university the semester immediately after graduating from high school. 


7. Must be under the age of 23 and not married. 

8. Must be a U.S. citizen or permanent resident. 

9. Must be able to attend the annual Hagan Scholarship Retreat in person.
